終於把 MT 裡面的 comment throttling 做掉了。之前光改 MT.cfg 裡面的那個時間間隔也沒用，把 MT::App::Comments 裡面的 _built_in_throttle 的 code 全部 comment 直接 return 1 也沒用，火大起來把跑 Throttle filter 的那段 code 整個砍了.....果然清爽很多....以後 comment 應該不太會失敗了....:P
